The Force has the following strategies:-

STRATEGYAIM
Finance Strategy

The purpose of this financial plan is to provide a basis for determining:

  • the level of resources which are likely to be available in the future
  • the future demands upon the revenue budget
  • the impact of external factors
  • the financial implications of partnership working
  • the amount of capital investment which is required
  • the revenue consequences of such capital investment
  • the future reserve levels of the Police Authority
  • the impact of additional demands on the level of council tax charged by the Police Authority.
Financial Investigation StrategyThe overarching objective of this strategy is to identify and remove criminal assets from circulation from County Durham and Darlington thereby acting as a deterrent against acquisitive and organised crime. This will be achieved by utilising supporting legislation to mount successful prosecutions and at the same time providing public reassurance that such criminality will be targeted.

Information Management Strategy


The aim of this strategy is to ensure that the best possible service is given to the citizens of County Durham and Darlington, by providing reliable information at the point of need; where individuals understand the importance of using it correctly, sharing it lawfully and protecting it from improper use.
Road Policing Strategy

The overall strategic aim of this strategy is to provide the best possible roads policing service and this will be achieved through the specific intentions:

  • To disrupt and combat the use of our roads by criminals through intelligence led policing in line with the National Intelligence Model.
  • To reduce the number of road casualties through enforcement, education and partnership working in line with the Government '2010' targets.
  • To disrupt and intercept terrorist activity.
  • To combat anti-social use of vehicles.
  • To give our communities reassurance and confidence that they can use our roads without fear.
Contact Management Strategy

The overarching aims of this strategy are to:

  • Introduce national standards for the quality of contact between the police and the public, taking into account developments within the relevant strands of the Police Reform programme
  • Oversee the steps that are necessary for the effective implementation and ongoing performance measurement of those standards

Internal Communications Strategy

The overarching aims of this strategy are:

  • To improve the free flow of information and promote open communication across the whole of the organisation, thus ensuring that all employees are kept informed of the business of the force and the wide range of issues impacting upon service delivery, them and their job role.
  • To ensure that all staff positively promote the work of the force and act professionally, responsibly and with integrity at all times.
  • To ensure that all staff have an opportunity to contribute to discussions, planning and where possible decision making within the force. At the very least it will allow staff the opportunity to provide feedback on issues affecting them or the service they provide to the local communities.
Youth Strategy

- Be Healthy 1
In partnership we will invest time and resources to encourage young people to live healthy lifestyles - free from substance misuse.

- Stay Safe 2
We will focus upon any risk that may effect the continued safety and well being of young people.

- Good Citizenship 3
We will work with our partners in engaging with young people to promote good citizenship and inclusiveness within our communities.

Estate StrategyWith operational requirements as its focus, the strategy will aim to provide buildings of the right size, with the right facilities in the best location at optimum cost into the future.
Crime, Drug and Alcohol Strategy

The overarching aim of this Crime, Drug and Alcohol Strategy is to provide reassurance to the public of County Durham and Darlington of our commitment in tackling crime and disrupting and reducing the supply of controlled drugs by targeting suppliers and assisting users to access treatment services, as well as addressing behaviour associated with the misuse of alcohol.

Health Management Strategic Plan

The plan outlines the force's long and short term aims and objectives to achieve a

1. healthy workforce,
2. to improve force's health related services,
3. to improve and monitor attendance management,
4. to meet the force's health and safety obligations,
5. to utilise management information to improve current practices and
6. to identify & develop new services.

Environment Strategy

To reduce the harmful impacts of the organisation's operations on the environment and to prevent pollution.

Vehicle Fleet ManagementTo ensure that the Force is provided with the best presented, serviced and maintained fleet of vehicles, which are fit for purpose, within the resources available.

Forensic Strategy

The aim of the Forensic Strategy is to maximise the opportunities provided by forensic and fingerprint evidence in the investigation, detection and reduction of volume crime in County Durham and Darlington.

Intelligence Strategy

To fully develop intelligence led policing within Durham Constabulary by

  • ensuring effective and focused collection, evaluation analysis and dissemination of intelligence
  • ensuring implementation of the National Intelligence Model (NIM) throughout Durham Constabulary
  • providing effective monitoring and audit of intelligence systems
 
Human Resources Strategy

1. To have a highly motivated and effective workforce which supports achievement of the policing vision for Durham Constabulary.

2. To ensure that the Force uses its resources in the most efficient and effective way, demonstrating best value in everything we do.

 
Reassurance Strategy

To harness the energies of our communities, our partners and the whole of Durham Constabulary to address crime, the fear of crime, anti social behaviour and those quality of life issues that contribute to making people feel vulnerable. 
Income Generation StrategyTo develop a corporate approach to the generation and monitoring of all non-core income and resources which willenhance the delivery of community focused policing within County Durham and Darlington. 
Procuement StrategyThe aim of this Strategy is to ensure that high quality goods and services are provided to Durham Constabulary effectively, effciently and ethically, utilising available resources;to achieve business benefits and effciency gains.
